Modifying through via to blind via

Hello, I need a blind via to increase the creepage distance between via connecting layer 0304 and top layer in a four layer PCB. I am designing a circuit containing 0V, 3.6 kV and 10 kV in a PCB. I've asked to EasyEDA support through email but I got a disappointed reply. According to the reply, we can make blind via 1 year later with a totally new version. Before finding someone who can handle blind via, I'd like to try modifying gerber files. The procedure for modifying through hole via generated by EasyEDA PCB to blind via 0304 by using FlatCAM may be, 1\. deleting lands and on Top and Inner1 layer 2\. duplicating Gerber\_Drill\_PTH\.DRL file to Gerber\_Drill\_PTH\_0304\.DRL 3\. deleting holes which should be converted to blind vias in Gerber\_Drill\_PTH\.DRL 4\. deleting holes except blind vias in Gerber\_Drill\_PTH\_0304\.DRL Does this make sense? Can PCB fab understand this? Or, is there any better way? I have 36 blind vias out of 506 holes. Thanks.

AFAIK, JLCPCB don't support blind vias so you'd have to get the boards fabbed by someone else. It might just be easier to use a different eda tool such as Kicad which does support blind and buried vias.
