If you have placed footprints from the library then just click anywhere on the silkscreen to select the whole footprint including the pads and anything on the document layer (it should highlight in white). Then all you have to do is to select the latter you want it to be on (top or bottom) in the `Layer` attribute in the right hand panel. If you cannot select your footprints as described above and you can only select the silkscreen elements and the pads separately then you can try selecting the elements using as left-click and drag selection box (or ctrl-left-click to select all the elements cumulatively). Then you can try using the Group tool. However, if you are having this sort of problem with footprints, it suggests that they have not been made correctly. Thanks Andy. The footprints defaulted to bottom layer (blue). Every time I updated they moved. I Think I've fixed the problem now. Thanks!
