My Parts menu is not populating

I am working on creating a subpart in the schamtic for a dual op-amp. I have checked all documentation and have found that the correct method would be to go to  **Libraries > SCH Libs > Personal > Created** section  I have done this repeately and refreshed and no parts are populating. On the contrary, my BOM is fully populated with the correct parts. How do I fix this? Are you creating the sub part symbol directly in the schematic or are you using the Schematic Lib Editor?

I went to the library, searched for the LM3900N and placed on the board. I wan't using the editor. If I create a new Schematic Lib, then the same results.

Your account no libraries, please check whether if you have saved the lib to the Team? you can choose your team when save the lib

I've noticed something similar, using the Mac desktop version.  I have to quit and relaunch, then the parts appear.
