If I click on a Forum heading (for example:"Bug Reports") to create a new topic then on the New Topic page I still have to select that Category (i.e. "Bug Reports") from the Category drop down list.
If I have selected to make a new topic under a Forum heading, then the New Topic should automatically inherit the Category from that Forum heading.
