**BUG**
Concise problem statement: After creating a new footprint as a PCB Lib, it does not appear in the package list when modifying schematic library symbol
Steps to reproduce bug:
1. Create a schematic library symbol and add a package name. Save it.
2. Create a footprint/package using PCB Library. Save it.
3. Edit schematic library symbol. Modify package name to bring up list of packages with search dialog
4. The new footprint/package is not shown in the list.
