**BUG**
Concise problem statement:
New Project Public/Private setting persists from previous New Project.
Steps to reproduce bug:
1. Create New Project.
2. Note that default privacy setting is `Private`.
3. Set privacy setting to `Public`.
4. Save project.
2. Create another New Project.
2. Note that default privacy setting is now `Public`.
Results:
Privacy setting of new project is inherited/persists from previous new project as `Public`.
Expected results:
Privacy setting of new project should **always** be `Private` to avoid accidental exposure of private information.
