Tried to submit an Error Report for a broken User Contributed Footprint (from user Reflow) and got this message:
Users are warned to check all Symbols and Footprints before use especially those from the User Contributed library.
There is no way to contact user Reflow:

because their page has no Message option.
If an error is found but cannot be reported, the User Contributed library will just fill up with more and more broken symbols and Footprints with no way to fix them other than to copy and correct them.
Sorry but this is not helpful.

It appears to be possible to report the error from the Library tool.
