Create the PCB lib (also known as the footprint or package) first. Save it with a unique name. Then SHIFT+F search for it, select it and give it a Description including links to manufacturer's (or a reputable supplier's) device pages and  datasheets showing package dimensions and PCB footprint drawings. Then create the Schematic symbol with the same name as the package you just created and then set the "Package" attribute to the same name too. Then do the SHIFT+F search for the new symbol and add the same Description as you put n the PCB package. Please note that poorly documented symbols and packages may be removed.
