**BUG**
Concise problem statement:
A very simple 4 layer PCB but when I open the **Order...** dialogue, I am only offered 1 or 2 layer fabrication.
There is no drop-down option for 4 layer fab.
Happens in Chrome and Firefox.
Note also that ratlines may appear when file is opened even though DRC says design is OK.
