All symbols and Footprints are public.

Assuming that you are using the web based version, please open your Footprint in the Footprint Editor but ensure that there are no other schematics, PCBs, symbols or Footprints open in other tabs.

Copy the url from the url bar at the top of the browser and paste it back here.

Then people can see exactly what you are asking about.

Then all you have to do is select all the elements that are currently placed on the Bottom Silk Screen layer and change them to the Top Silk Screen Layer:

then save the footprint.

Please also select the part in the Library then do Right-click > Modify like this:

and add a Description to the Footprint and maybe edit the Tags to distinguish it - and so make it a little easier to find - amongst the many other similar User Contributed parts.

I just noticed that the pin numbers on the symbol are GND@1 and PWR@1 but the pad numbers on the Footprint are GND@1, GND@2, GND@3, PWR@1, PWR@2 and PWR@3.

For simplicity and to avoid DRC errors I strongly recommend that you change the pad numbering so that the three pads:

1. GND@1, GND@2, GND@3 all have the same number of GND@1 and;
2. PWR@1, PWR@2, PWR@3 all have the same number of PWR@1.
