When moving a bottom trace vertex that has another trace above it, the vertex will snap to the top layer trace and you can not position it correctly.
Steps to reproduce bug:

Draw a 20mil trace on the bottom layer

Draw a 10mil trace on the top layer

Hide the top layer and switch to the bottom layer.

Drag the trace end vertex
Results: Vertex will snap to hidden top layer trace and will not snap to grid at all when near making it impossible to do finer adjustments to traces.
Expected results: Snap to grid only.
