* If you are asking about etching it yourself then yes.
It is harder to etch your own double sided PCB because you have to align the top and bottom layers accurately and to align with hand drilling.
It is also harder to assemble because hand etched 2 layer PCBs because they do not have through plated holes.
You don't have any solder resist over the tracks so it is hard to solder small pitch pads and the tracks corrode soon after etching.
There is no silkscreen to assist in component placement.
This means that (i) you have to solder both sides of any component lead that connects to both layers and (ii) you have to add wires to connect through vias.
* If you are asking if there is a cost difference in having a single-sided or a double-sided PCB made for you by EasyEDA then no.
EasyEDA-manufactured PCBs have plated through holes, solder resist and accurate alignment of layers, silkscreen and hole.
Given the low cost, professional quality and the convenience - compared to messing about with and responsibly disposing of - ferric chloride, I'd recommend ordering your PCBs directly from EasyEDA.
