**BUG**
Concise problem statement: PCB Lib: Cannot draw outline
Steps to reproduce bug:
1. Create new PCBLib component
2. Select top silk screen layer, select draw line
3. Attempt to draw diagonal line
Results:

Expected results:
There should only be a line, no filled in area
I also see this problem when opening components I built earlier.
