**BUG**
Concise problem statement:
Concerning PCB: SMT components you have moved from Top Layer to Bottom Layer are moved back to Top Layer after you have clicked Import Changes. (Seems to me that changed Layer Attribute of the Footprint Attributes gets overwritten with the original component attributes from Library)
Steps to reproduce bug:
create a schematics with a resistor
Chose a SMT package (e.g.. R0805) for that res
create a PCB
select the resistor
change Layer from TopLayer to BottomLayer (Pads of component get blue)
Hit Import Changes
Results:
component layer changes again back to top layer (original layer of the package from the library)
Expected results:
If user has changed component layer this should not be affected by Import Changes
