**BUG**
Concise problem statement:
If you label the NET property for a pad on `All layers` with no hole as (for example) `BOO` then a net connected to the pad on the top layer will be netlabelled as `BOO` and a net connected to the pad on the bottom layer **will also** be netlabelled as `BOO`.
This does **not** mean that they are connected by copper but this will not show up in the Design Manager as an error!
Steps to reproduce bug:
1. Create a pad on all layers but set the hole size to zero;
2. Connect a trace to the pad on the top layer;
3. Connect a trace to the pad on the bottom layer;
Results:
Both trace on top layer and trace on bottom layer are netlabelled as `BOO` even though the nets are not connected by a through plated hole.
This user error is not detected by the Design Manager.
Expected results:
A warning that pad is on all layers but has no hole?
A warning that nets have same name on different layers but are not connected by copper?
