I have made a small board (a Bluetooth radio module, 23mm x 13.5mm) with castellated pads (half-cut holes) on three of the four edges. I submitted this to your PCB Order system with a request to assemble them as a panel, but it looks like they can't make them (email says "If half-cut hole, we don't support panel size... If not panel size we can fab one separate board with half-cut hole"). I think separate PCBs will be too small to assemble.
Other PCB manufacturers have been able to panelise these boards for me in the past - the image shows part of the panel, with supporting areas, slots and "mouse-bite" break-off zones. They made the panel from the Gerber files I supplied. ![Detail of panelised PCBs][1]

(1) Can you confirm that your PCB manufacturing service is unable to do this kind of panel?
(2) Is there any feature within EasyEDA that would allow me to design the panel myself? I started looking at the idea of saving the PCB as a module, but that did not look promising.
(3) Are you aware of third-party Gerber file editors that could be used to make a panel?
