Panelising boards with castellated pads

I have made a small board (a Bluetooth radio module, 23mm x 13.5mm) with castellated pads (half-cut holes) on three of the four edges. I submitted this to your PCB Order system with a request to assemble them as a panel, but it looks like they can't make them (email says "If half-cut hole, we don't support panel size... If not panel size we can fab one separate board with half-cut hole"). I think separate PCBs will be too small to assemble. Other PCB manufacturers have been able to panelise these boards for me in the past - the image shows part of the panel, with supporting areas, slots and "mouse-bite" break-off zones. (2) Is there any feature within EasyEDA that would allow me to design the panel myself? I started looking at the idea of saving the PCB as a module, but that did not look promising. (3) Are you aware of third-party Gerber file editors that could be used to make a panel?
