This Feature Request is about how connect a track on a top or bottom layer to an inner VCC or GND PLANE layer.
If the PCB has any number of layers but each layer is only defined to be for tracking then the procedure to insert a via to change layer as described in:

works fine.
The problem is that the simple procedure described in the link above as:
1. Route track;
2. Press a layer hotkey (T, B, 1, 2 etc.) to auto-insert a via;
3. Continue to route on the new layer
cannot be used on a multi-layer PCB when a via is to be placed to connect a track to an inner plane layer that is defined as a PLANE (such as VCC or GND).
**The desired action for tracks to be routed to inner PLANE layers is:**
1. **Route track;**
2. **Press a layer hotkey (T, B, 1, 2 etc.) to auto-insert a via;**
3. **End routing of that track**
At the moment however, a short segment of track has to be routed from each top or bottom layer pad that must be connected to an inner PLANE layer. That track segment has to be ended and a via manually invoked using the V hotkey and then the via snapped onto the end of the short track segment.
Thus is very different from what is described in the Tutorial and is not intuitive:
