**BUG**
Concise problem statement:Cannot rename component from U8 to U3 - receive prefix conflict error even though U3 no longer exists in design.
Steps to reproduce bug:
1. Place component
2. Delete component
3. Place new component
4. Rename new component to previously used ref des
Results: New component ref des incremented by one
Expected results: New component ref des renamed as specified
