You need to be more specific about which holes you want to resize.
Holes placed with the Hole tool;
The holes in Multi-Layer pads;
Holes made using Solid Region set to Cutout?
If they're pads that are part of Footprints thdn you need to edit the Footprints then assign the new ones to the symbols that call them up or do Update from Library.
If they're pads that have been placed directly into the PCB then use the Find Similar Objects tool and then adjust the common hole diameter.
Note that the second option implies that you have placed these pads directly into the PCB without them being assigned to a symbol in the schematic which pulls them into the PCB. This is not the Design Flow that is recommended in the Tutorial.
Back in Eagle times there was a "wrench tool" icon for this: you selected what property you want to set (drill size, width, etc) and after setting the value you could click on the wished items to reset that property to the selected value. Was extremely handy when figuring out your vias are too small or you needed thinner tracks for more spacing.
