In the right hand panel, select the layer that the pads will be placed on to Top Layer or Bottom Layer.

Please note I would like to create a SMD pad or a goldfinger .... bug I am facing is that the hole is not going (I filling value of whole 0.1 is also exist)..... thanks

@UserSupport its already on TOP layer... but bug is hole is not going from pad... one **Question****if I am using solid region and than changing  into pad is this working for smd and goldfingers too?** Thanks
