SOIC-16 Package Dimensions Wrong?

Hi. I've never done PCB layout before. I was using a user-defined representation of the tlc5916 (http://www.ti.com.cn/cn/lit/ds/symlink/tlc5916.pdf) when I noticed the package name was something I couldn't find online - SOIC16N. When I changed it to the general package, SOIC-16, I noticed that the dimensions were completely different. According to the grid size, the SOIC-16 is slightly more than 0.4 inches long and 0.3 inches wide. But this doesn't correspond with the specification found [here][1]. I've attached an image. Also, is there a way to see the actual measurements of a package on the layout screen instead of eyeballing it with the grid?
