where a big Footprint "covers" a small one so that the small one cannot be selected is caused because the big Footprint has been placed after the small Footprint.
That means that the big Footprint is in front of the small one.
The solution to this problem should be to select the big Footprint and then use:
**Format > Send to Back**
so that the small one is then brought in front of the big one.
* However this does not work.
**Format > Bring to Front**
works ok but **Send to Back** does not.
Selecting the front Footprint and clicking **Send to Back** several times makes no difference.
