I don't know of a way to define a default frame that is used on all subsequent projects but if you set up a template then save that schematic sheet in a Project, it is possible to then copy and paste that template into any of your sheets as required after deleting the default frame.
Using **Find Similar Objects...** you can select all the frames in all the Schematic sheets in a project and then delete them.
I do not know of a way to batch place or replace them into all sheets of a project.
