**BUG**
Concise problem statement: Assigning already routed nets to the skipped net list, they should be left alone, both for routing and removal. Skipped tracks should NOT be removed, but they are.
Steps to reproduce bug:
1.Hand route some tracks
2.Assign those tracks to the Skip Nets list
3.Leave "Remove Existing Tracks" checked so re-routing is possible if needed
4. Auto route
Results: Hand routed tracks are removed.
Expected results: They shouldn't be removed, they should be skipped.
