Standards for drawing footprints

Is there standard for drawing footprints and the width of the silkscreen outline that appears on the PCB? I'm trying to draw R20, a thermal fuse that doesn't have an existing footprint. Find and the Footprint in the Shift+F Search Libraries tool. Click the **Edit** button on the lower right of the tool. Or just double click on the preview image of the Footprint on the right hand side of the tool.
