Look for a PCB lib (a.k.a. PCB Footprint) for a plated through hole pad with the required diameter.
Note the name.
Place a single pin header from the EELib library in the left hand panel, in your schematic to connect your wire.
Change the Package attribute for the symbol in the schematic to the name of the PCB Lib that you found.
This action will open the Footprint Manager.
Search for and select to the name of the PCB Lib that you found.
Press update in the Footprint Manager.
When you convert the schematic to a PCB, it will then pull the appropriate PCB Lib into the PCB.
Not sure if you are, but if you are soldering wires directly to the PCB and not to a pin inserted in the PCB, you should at least double the size of the pads to ensure the copper isn't lifted by movement on the wires.
