**BUG** Concise problem statement: When the right bar (Properties/Design Manager) is closed, the **Toggle right bar** strip is visible and can be used to open the right bar. Once the right bar is opened, the **Toggle right bar** strip is no longer visible so the right bar cannot be resized or closed.
