Transparency percentage

Can someone help me understand the transparency percentage in layer manager? Correct me if I am wrong, but this has to do with seeing the inner layers of a 4-layer board for example? I notice that the top and bottom mask is set to 30% transparency but i can still see the inner layers. How do I hide inner layers?

I guess i should have mentioned that i had an actual PCB board manufactured BUT you can see the inner traces which appear as dark lines. i don't know which actual setting will allow me to make the inner layers not viewable

Hi if you set 100%, the layer will be full Transparency at canvas
