**BUG**
Concise problem statement:
Two pads with the same X/Y/WIDTH/HEIGHT parameters can have slightly different appearances.

Steps to reproduce bug:
1. Create a pad on the top layer.
2. Make a copy of the pad.
3. Change the layer of the copied pad from top to bottom.
4. Set the X/Y coordinates of the copied pad to be identical.
Results:
Pads do not overlap 100%.
Expected results:
Pads should overlap 100%.
