Unable to bring NPTH to front

**BUG** Concise problem statement: Steps to reproduce bug: 1.Create solid region layer, type = NPTH 2.create rectangle top-layer. 3.try to bring the NPTH to front. Results: unable to make NPTH appear over the top layer(or others) Expected results: NPTH to be on top. Browser: Cromium

An `NPTH` object is applied to all layers so it has no front or back property. You can swap it from `TopLayer` to `BottomLayer` by setting the `Layer` property in the right hand panel.
