**BUG**
Concise problem statement: If I have copper pours turned off (Ctrl-M) and I perform an undo (Ctrl-Z), the copper pour is turned back on and redrawn.
It is extremely annoying because on large PCBs and slow laptops, a repour can take 20 seconds or more!
Steps to reproduce bug:
1. Draw a copper pour.
2. Design a PCB.
3. Turn off copper pour with Ctrl-M.
4. Move a component.
5. Move another component.
6. Undo the previous move with Ctrl-Z.
7. The copper pour is redrawn.
Results: The copper pour is shown and redrawn.
Expected results: The copper pour should remain hidden.
