Using a Development Board as a Component

Hi all.  VERY new to creating PCBs.  I have a development esp32 board that I would like to use as a component on a larger pcb...i.e. solder the header pins to the dev board then "plug" the dev board into the main pcb.  I would like to have both the top and bottom layers to have access to the dev board pins.  I created a footprint for the dev board on the main pcb and then put 1mm diameter holes (0.04") in the center of the pads.  Is that it?  I assumed I would need to put pads on the top and bottom layers...but not sure if I need to and if so, how to do it.  Any help would be helpful.
