According to @JLCPCBsupport, **V-Cut lines must be drawn on the Board Outline Layer** in the PCB Editor.

Text, comments and indicative lines can be on the Mechanical Layer but the V-Cut lines must be drawn on the Board Outline Layer.
Please correct and clarify the EasyEDA Tutorial to clearly state that **V-Cut lines must be drawn on the Board Outline Layer** in the PCB Editor.
