I have different versions inside a public project. However it seems that I'm the only one able to see and switch versions, and other users (which open and look at my projects) cannot see the versions, only master.
Is it an expected behavior?

That is normal behaviour for a simple public project. Others can see the currently loaded project but they cannot change it or any of your version settings.
If you want to collaborate on a project then you can set up a Team and add members with varying access rights. Have a look in the Tutorial under Sharing and also maybe the FAQ.
I think this is a limitation: I'm used to git and github, where you can easily share and browse all the "versions" in single repository. I think this would be a great feature to look into projects. Also, it can be also useful to support _backward compatibility_.
