Is it ok to place via through hdr pads? In order to connect top layer with buttom layer at hdr. Picture included. Notice I've added two vias hdr pads.

Hi, a via would be unnecessary as the through hole pad already connects the to layer to the bottom layer. Just connect jour top layer track to the pad and do the same on the bottom layer as you need.
Hi deskpro256. Thanks for your answer. So..just to be sure... I understand the through holes for the hdr act as a via when tracks are connected to the pad from above and buttom?

Correct.
Multilayer pads have a hole through them that is lined with copper and connects to pads on each layer:
