**BUG**
Concise problem statement:
When using the Photo Viewer, any holes that are located in a pad appear underneath the pad.
Steps to reproduce bug:
1. Place an SMD component or Pad on top layer with no hole.
2. Place a via in the pad.
3. View the PCB in the Photo Viewer.
4. Compare top and bottom layers.
Results:
Via will be shown in the bottom view, but not the top view.
Expected results:
I would expect the top view of the PCB to show a hole/via in the pad. (I'm guessing this isn't intended behavior since I would think a manufactured board would have a hole in the pad.)

You can see in this picture I have placed a bunch of vias in pad, but they appear to be rendered underneath the pad since I can see the vias on the edges that aren't entirely inside the pad.
