Hello,
i am aware of enabling/disabling cross cursor.
When placing a part the cross cursor helps positioning the part.
It'll be nice to have a cross cursor when moving/copying parts too.

For the PCB design the cross cursor is available for moving /copying parts.. for the schematic it is available for placing and copying components and not available for moving them.
If you don't have these features then please to check if you are having the last version update.

FYI:
If you Detach an element (D key) in the schematic and then move it, the cursor appears but because this disconnects the element, the connections to it do not move with the element.
