Do you mean so that the image appears on the finished PCB or do you mean just as a background to your PCB Editor page?

1) If you want to import an image like a wallpaper on a Desktop then sorry but this is not possible in the PCB Editor.
2) If you want to import an image so you can draw round or over it like to trace out a photo of a PCB then use the process I described in the link but import or move the picture into the **Document** layer.
If you can get your image into a DXF format then you can use **Import DXF**.
An image imported this way is only 100% 'black' or 100% 'white' i.e. it has no grey scale information.
There are some free online tools that can do that as well as some FOSS tools.
If converting from something like a JPEG to DXF, check the dimensions after converting.
Yes you can. just simply import the image and place it anywhere you want, then click the image again and go to the format section on the top left of easyEDA then click send to back.
