Most of the time when I open the layer dialog it flashes open and closed rapidly.  While it is flashing I cannot use it as clicks don't work.  I found that if I move it around the screen and try over and over I will get it to work.  But then later it will start again. EDIT: I would really like to be able to disable the feature of it automatically getting taller and shorter when I hover.  That is really annoying.
