mic3289-24yd6 schematic doesn't work

I designed a PCB with mic3289-24yd6 ic. I did everything according to the data sheet and it's not working as I want. The output is 22V instead of 24V and there is no current from the Ic. I sat high the DC pin and programmed in the good way. I know it because I saw the signs through the logic analyzer. It is not a difficult circuit and it is arduino based. Does someone can help me with it?
