It looks like both of these images show boards which have an overall copper area on the components side and then shaped apertures have been added into the solder mask layer to remove the solder mask and so expose the shaped regions.
Three ways to do this.
**Using Copper Area and Solder Mask Apertures:**
1. Add the Copper Area as required;
2. Add the apertures to the solder mask to remove the solder mask and therefore expose the copper in the desired regions.
You may be able to design the shapes for the solder mask externally and import then into the Solder Mask Layer.
**Using the Solid Region tool set to Solid:**
1. Create one or more Solid Regions to reproduce the shape of the regions of exposed copper that you require;
2. The Solid Region(s) should all have the same net name and that net name should be the same as that of the copper that they will be laid over;
3. The Solid Regions should all have the **Expose Copper** option clicked.
You may be able to design the shape(s) for the Solid Region externally and import then into Top Layer.
**Draw the exposed areas using tracks converted to Pads:**
Draw one or more Track(s) to create the exposed areas;
The net names of all the Track(s) should all have the same net name and that net name should be the same as that of the copper that they will be laid over;
Convert the Track(s) to Pad(s). This will expose the copper.
