I'm trying to create a pcb only of a universal board with multiple pads, some tracks and an edge connecter. Can you have pads and tracks with the same number or do they each have to have a unique number? Also, is it required to use net names?
On a generic kind of multi-purpose pcb such as you seem ro be describing you do not have to use net names.
You can do this just by placing pads and then, where necessary, drawing in any PCB traces of the desired width using the Wire tool.
