i have a crazy pcb outline. i want to copper pour off of the pcb outline. I can not copy the pcb outline. I have to draw over the pcb outline to get a copper pour to work. any easier way ?

Do you mean that you cannot copy it to form the outline for the copper area?

Just draw the copper area bigger than the whole board outline: it could just be a big rectangle. Assign the net name that you want to connect it to. Press SHIFT+B and the copper area will fill to the shape of the board outline but with about a 0.25mm clearance between it and to the centre line of the Board Outline, all the way round.

Try it and see.
0.25mm clearance to the centre line of the Board Outline is OK because the minimum track to Board Outline specified by JLCPCB is 0.2mm (0.4mm for trace to V-Cut line drawn on the Board Outline layer):
