"i want to copper pour off of the pcb outline." Please clarify what you want to do. "I can not copy the pcb outline." Do you mean that you cannot copy it to form the outline for the copper area? "I have to draw over the pcb outline to get a copper pour to work.  any easier way ?" Just draw the copper area bigger than the whole board outline: it could just be a big rectangle. Assign the net name that you want to connect it to. Press SHIFT+B and the copper area will fill to the shape of the board outline but with about a 0.25mm clearance between it and to the centre line of the Board Outline, all the way round.
