If you want an area of solid silkscreen with the text as a negative so that it creates an aperture in the silkscreen then i cannot see a way to do this using the PCB tools because there is no Exclusive OR graphical function to negate the text to make apertures in a Solid Region. If you were to create the region and text that you want in something like LibreOffice Draw then you could export it as an image in png or jpeg etc., and then import it in to the PCB maybe using the Negate function in the Import Image tool.
