I need to make a new board around my circuit, I looked at the choices of tools, but I'm not sure which one will let me do that. Would it be better to start a new project, then make the board and paste my circuit into it?
If you mean Board Outline then set the active layer to **Board Outline**:
then use the Track Tool to manually draw a new board outline or the use the **Set Board Outline** tools:
