Multi-layer pads always have a hole so that can be joined by through plating if used for the leads on through hole components. You can only make a pad without a hole if you make it a single layer pad. If you want the same pad on top and bottom but with no hole then you have to place two separate single top and bottom layer pads and position them using the mouse or the direct XY co-oridinate entry.
